The Delaware State Courts will be closed on Tuesday, November 5th for Election Day. Justice of the Peace Court 11 (New Castle County) and Court 7 (Kent County) will remain open 24 hours and Justice of the Peace Court 3 (Sussex County) will be open from 6AM – 12PM (no new cases after 11:00PM).

Sussex County Courts including Justice of the Peace Court 2, 4, and 17 will be closing at noon on Thursday, November 7th for Return Day. JP Court 14 will be closed the entire day due to proximity to Return Day events.

The Honorable Sean P. Lugg, Judge

The Honorable Sean P. Lugg was appointed to the Superior Court of Delaware by Governor John C. Carney on April 3, 2023.

Judge Lugg received his Juris Doctorate from the Villanova University School of Law and completed his undergraduate studies at the University of Delaware. While at Villanova Law, Judge Lugg served as the Executive Editor of the Environmental Law Journal.

Before coming to the bench, Judge Lugg served for over 25 years with the Delaware Department of Justice, handling cases at every level, state and federal, trial, and appellate. During his tenure with the Department of Justice, Judge Lugg served in the Civil, Fraud, and Criminal Divisions, and held various leadership positions, including State Prosecutor and Chief of Appeals.

Judge Lugg was a member of the Board of Bar Examiners from 2011 to 2018 and served as Vice Chair of the Board from 2015 to 2016. He has been a member of the Delaware Supreme Court’s Commission on Law and Technology since 2013 and chairs the Commission’s Trial Technology working group. Judge Lugg is a longstanding member of the Richard K. Herrmann Technology Inn of Court and presently serves as Vice President of the Inn.
