The Delaware State Courts will be closed on Tuesday, November 5th for Election Day. Justice of the Peace Court 11 (New Castle County) and Court 7 (Kent County) will remain open 24 hours and Justice of the Peace Court 3 (Sussex County) will be open from 6AM – 12PM (no new cases after 11:00PM).

Sussex County Courts including Justice of the Peace Court 2, 4, and 17 will be closing at noon on Thursday, November 7th for Return Day. JP Court 14 will be closed the entire day due to proximity to Return Day events.

The Honorable Noel Eason Primos, Judge


The Honorable Noel Eason Primos was appointed to the Superior Court of Delaware by Governor John C. Carney Jr. on June 1, 2017.

Prior to his appointment, Judge Primos practiced law for over 24 years with the Dover, Delaware, law firm of Schmittinger and Rodriguez. Judge Primos received his B.A. in English, summa cum laude, from Vanderbilt University in 1986, and his J.D. from Yale University in 1989. He was admitted to the Delaware Bar in 1992.

Following his graduation from law school, Judge Primos served as a judicial clerk to the Honorable William H. Barbour, Jr., Chief Judge of the United States District Court for the Southern District of Mississippi. Judge Primos has been an active member of the Delaware State Bar Association, the Kent County Bar Association, and the Terry-Carey American Inn of Court. He is also a member of the American Bar Foundation. Prior to his appointment to the Superior Court, he served on the Board of Bar Examiners of the Delaware Supreme Court, the Preliminary Review Committee of the Board on Professional Responsibility, the United States District Court Lawyers' Advisory Committee, and the Third Circuit Lawyers' Advisory Committee.
