Courtroom Equipment and Technology

In order to stay current with the needs of counsel, the Judiciary has compiled information regarding the equipment and technology available for use by counsel in the courtrooms in the State of Delaware. Please use the tabs below for an understanding of what is available in each county and in the Justice of the Peace Court facilities.

All courtroom technology requests must be arranged and approved through the Court, the Judge's office and/or the pre-trial conference. To inquire about a courtroom, please contact the Court directly in each county using the contact information provided in the tabs below.

New Castle County

There are generally two types of courtrooms in New Castle County. There is the standard courtroom with no built in AV equipment and there is the "high-tech" courtroom, which contain the latest equipment requested in the legal community.

Standard Courtroom

Standard Courtrooms contain the following technology and equipment:

  • Wireless Internet access. There is an open Wifi connection called "state-guest-net" located throughout the courthouses that could be used by counsel in courtrooms as needed. Please review instructions and guidelines for making use of the State-Guest-Net wireless services in the courthouses statewide.
  • Microphones and digital recording with the For the Record (FTR) system.
  • High quality sound system.
  • Big screen. All Courtrooms have a motorized screen facing the Jury for the option of adding a projector to the system. Projectors can be added by the Court or by a counsel hired technician.
  • Equipped with ADA assisted listening devices for the deaf or hard of hearing.

High-Tech Courtroom

The high tech courtrooms contain equipment that is generally requested in the legal community for evidence presentation. Generally, the Court staff will schedule a high-tech courtroom if requested by counsel. The high-tech courtrooms are nearly identical in configuration and include all the features of a standard courtroom plus the following:

  • Podium with laptop computer input connection.
  • Document viewer which includes the following features: viewing of document one page at a time, viewing of slides and overhead transparencies, viewing of 3-D objects, power zoom lens, auto or manual focus, and negative/positive option for viewing negative films. Camera head can be rotated for viewing of an object not on the document viewer.
  • DVD player.
  • Annotation system with touch screen monitor.
  • Counsel tables with computer input connections and a separate monitor to view the evidence presented. Some rooms have four attorney tables with PC connections.
  • Witness monitor with a touch screen monitor for annotation and evidence viewing.
  • Judge monitor. The judge has a personal monitor to view evidence.
  • Jury Box monitor for rooms with a jury box. There is one monitor for each two jurors mounted in front of the juror chair.
  • Large wall mounted TV for the gallery or others to view evidence. (Except Sussex County Superior Courts)

Available Equipment Options

The following other equipment options are available on request:

  • Evidence Carts. Portable evidence presentation carts contain basic audio visual equipment for evidence presentation, which can include a projector, document viewer and DVD player.
  • Projector. A projector is available upon request for Courtrooms that are not equipped with monitors.
  • Adapter Kit. Adapters are provided upon request in the event evidence which needs to be presented is not on media easily accessed on the evidence display computer, iPads, or laptops requiring HDMI connections. **See important disclaimer below.
  • Video Conference for remote testimony. Court Call is the recommended remote testimony service. Additional information and arrangements can be made at the pre-trial conference. This must be arranged in advance to verify connections and availability.
