Supersedes Administrative Directive 174. States a strict hiring review will remain in effect and there will be no positions filled within the Judicial Branch, including all new hires, promotions, interns, casual/seasonal, temporary, limited-term, merit, and exempt positions (temporary, or permanent) without prior approval of the Chief Justice. Selective market variation requests require approval of the Office of Management and Budget and are not being accepted by that Office at this time. The freeze on career ladder promotions is lifted effective 8/27/09 with no retroactivity for awarding career ladder promotions earlier to that date.

Governs the use by Judicial Branch employees of the two floating holidays created by Section 56 of the Fiscal Year 2010 Budget Act. Presidents' Day and Columbus Day will no longer be State of Delaware holidays and the Judicial Branch will be open for business on these days.

Directs the attached Judicial Branch Personnel Rules shall govern all non-judicial, non-Merit Judicial Branch employees in all courts and agencies, the Administrative Office of the Courts and the Arms of the Supreme Court effective April 1, 2009.
